Early Intervention means early assistance. This program is designed to identify children at risk in the earliest stages, when the right help can make all the difference. Early intervention makes it possible for ND to meet the needs of infants and toddlers with delays and/or disabilities and their families. The Individuals with Disabilities Education Act (IDEA) ensures that all children and youth with disabilities have available to them a free appropriate public education that emphasizes special education and related services designed to meet their unique needs and prepare them for further education, employment, and independent living. NDDPI provides oversight of the special education programs within North Dakota. NDDPI designs and implements policies and procedures for carrying out the requirements of the IDEA and ensures compliance with those policies and procedures.

Section 504 Guidelines

Schools must provide a free appropriate public education to students with disabilities in its jurisdiction who are eligible under Section 504. Instruction must be provided to meet the needs of those students as adequately as the needs of students without disabilities. This standard of what is "appropriate" differs from the IDEA "appropriate" standards, which requires the school to design a program reasonably calculated to confer educational benefit. An appropriate education under Section 504/ADA requires that the services be effective and fair.

Supported Employment provides training for individuals with significant disabilities who, because of the severity of their physical or mental impairments, have never been employed or have a history of sporadic employment. Individuals served by this program need ongoing intervention on or off the job in order to maintain employment.

Vocational Services program unearths an individual's skills and interests to build a strong foundation for meaningful and sustainable employment. We provide job seekers a support group dedicated to building partnerships within our community. Individuals receiving Vocational Services are paired with support staff based on an individual's vocational goals, interests, and personal preferences. This services utilizes several tools to assess an individual's skill level, as well as to teach new ones, and to build effective routines to create meaningful and obtainable employment.

The Kalix employment services team assists each person to identify their employment goals, develop work skills, and find the job of their choice. The Vocational Development program offers personalized services to individuals needing assistance securing employment. We provide job development, job placement, on-site job coaching, and follow-along services to individuals referred from Vocational Rehabilitation offices at the Human Service Centers across the state. Crossroads is a voluntary program that assists young parents up to the age of 21 in attaining goals while pursuing their high school, GED or college education. While enrolled in the program participants have access to one on one support, receive a monthly financial incentive, are eligible for state child care assistance and can receive a monthly stipend for transportation assistance.

Our Development Coordinator analyzes an individual's interests and capabilities, suggesting additional technical or social skills training, which will enable a successful job experience. Each person is matched with a support specialist who provides customized support including transportation, job training and oversight—providing as much, or as little assistance as the individual requires on a regular, ongoing basis.

Today, EPICS continues to meet the founder's vision to specifically serve families of Native American Children with Disabilities, Developmental Delays, Special Healthcare Needs, and Deaf or Hard of Hearing. EPICS serves Native American children from birth to 26 years old.
